The European Commission, DG REGIO has commissioned the elaboration of a Handbook on Cross-Border Energy Communities.

The handbook will serve as a tool for citizens, citizens’ organisations and local actors – such as local authorities and NGOs – that wish to exploit the benefits of cross-border cooperation in (renewable) energy generation, supply, storage, aggregation, distribution, and consumption by establishing cross-border energy communities across the European territory.

The handbook will provide a step-by-step methodology on how to set-up cross-border energy communities and develop their activities. The handbook will also provide recommendations on how to overcome legal, administrative, governance and management obstacles that may arise given the specific cross-border context and disseminate good practices.

For this reason, a survey was designed with the goal of gathering information about existing cross-border energy communities and those in development, and gathering information about obstacles and possible solutions for their establishment.

Completing the survey will take about 15 minutes, depending on the variety of your insights in the different aspects of Cross-Border Energy Communities and / or Quasi-Cross-Border Energy Communities. If no such communities exist in your cross-border region we are also interested in your insights in potential obstacles hampering their establishment.
