A meeting gathering bodies responsible for Programme implementation was held on Tuesday, 4 December 2018 in Zagreb. Ongoing issues were addressed and new thoughts on how to eliminate obstacles for smooth project implementation were shared.
The meeting was chaired by Stella Arneri, Head of the Managing Authority and attended by representatives of the Managing Authority, Joint Secretariat, National Authorities, Control Bodies, Certifying Authority and Audit Authority. The Programme bodies meeting was organized by the Managing Authority.
All of the abovementioned Authorities constitute the backbone of the Interreg IPA CBC Programme Croatia – Serbia 2014-2020. Each Authority undertakes a specific role within the Programme: the MA and JS are addressing Programme management and day-to-day project implementation, the NA’s are responsible for control systems in Croatia and Serbia, the FLC verifies expenditures on project level, the CA a is making payments to projects and the AA is dealing with audits on Programme and project level.
Regular coordination meetings like yesterday’s Programme bodies meeting are key steps for supporting projects in their cooperation across borders. Bearing this in mind, important topics were included on the agenda, covering current Programme implementation, updates on the eMS and challenges that await our Programme in the upcoming 2021 – 2027 period.
Special attention was given to the anti-fraud policy and risk management. As the Interreg IPA CBC Programme Croatia – Serbia 2014-2020 has zero tolerance on fraud, all participants, working together in two groups, carried out anti-fraud risk assessment.
With inputs collected from all participants and valuable feedback received, communication on ongoing issues will follow.
