Operation purpose and expected achievements:
The overall objective of the project is to promote the transition from institutional to community-based care for children with behavioural problems and/or problems with the law, achieved by improvement of specific social care services and establishing a jointly developed solution – the MOSAIC digital platform, through cooperation among four organizations from Osijek-Baranja County and South Bačka District.
The main outputs of the project are:
– Involvement in collaborative training programs
– Social Care service contributing to deinstitutionalization jointly developed and implemented in South Bačka District
– Multi-sector cooperation between partners and stakeholders across border
– MOSAIC platform jointly developed and implemented.


 

Beneficiaries:

Center for Missing and Exploited Children (RS) as Lead Partner in this project will ensure the promotion of deinstitutionalization and development of the community-based care and support model for children with behavioral problems and/or problems with the law is considered to be the new CNZD SRB pilot program developed on the model of CNZD CRO’s LEGOSI U CENTRU. Development of the joint education and training online platform for professionals, which is the final part of this project, will be a joint activity of all partners. The special strength of the CNZD SRB organization is its significant influence on the public and the great visibility of the organization in topics related to the phenomenon of missing children, violence against children, and violence between children in Serbia and the region. The CNZD SRB organization has experience in public awareness campaigns and well-developed communication strategies (multiple communication channels: social networks with tens of thousands of followers, platforms, portals, mobile applications, communities, podcast shows, guest appearances in national media on a weekly basis, etc.), success in public advocacy campaigns, initiatives and petitions (amendments to the Criminal Code, amendments to the Law on Police and the initiated introduction of the Amber alert system in Serbia).

Center for missing and exploited children (HR) as Project Partner will ensure that children benefit from personalized, community-based support rather than being placed in institutional care. CNZD CRO will organize joint training programs for professionals such as social workers, psychologists, educators, and legal experts, providing them with practical skills to effectively address behavioral challenges. These sessions will foster collaboration across borders and promote a unified approach to intervention strategies in both regions and will assist in developing the MOSAIC Knowledge Online Platform—a digital hub for training, research and sharing best practices. CNZD CRO will focus on raising awareness of the advantages of deinstitutionalization and community-based care through various channels, including media outreach, social media campaigns, and expert conferences. The aim is to engage policymakers, institutions, and the public in recognizing the significance of community-based interventions for at-risk children. CNZD CRO will be committed to strengthening social care systems and ensuring that children receive the necessary support within their families and communities.


Center for Social Work of the City of Novi Sad (RS) as Project Partner will play a central role in the development and implementation of the Uključi se/Get involved! pilot community-based service, contributing by providing support to families and children through a comprehensive assessment process. The CSR NS will be responsible for evaluating the needs of the family and child and determining the appropriateness of their inclusion in the service. Following the assessment, CSR NS will guide and refer clients to the relevant services, ensuring that they receive the most suitable support. In addition, CSR NS will actively participate in capacity-building activities, including the exchange of knowledge, experiences, and networking with other relevant institutions. This collaboration aims to strengthen the overall support provided to children with behavioral issues and their families, ensuring the best possible care and interventions.


Community Service Center Osijek (HR) as Project Partner will support the transition from institutional to community-based care by sharing expertise in working with children with behavioral challenges. Contributions include providing input on intervention strategies, collaborating on training programs for professionals and ensuring that community-based services align with best practices.
