Joint Monitoring Committee

Joint Monitoring Committee is responsible for the review of overall effectiveness, quality and coherence of the implementation of all actions towards meeting the programme objectives. The members of the Joint Monitoring Committee represent the participating countries on policy and administrative level thus ensuring a transparent approach in monitoring the Programme implementation. Joint Monitoring Committee was set up on 24 November 2015 at 1st Joint Monitoring Committee meeting. The members and deputy members representing the Joint Monitoring Committee are appointed from institutions listed in the following table.

Managing Authority

Managing Authority performs a leading role in the Programme management and control. The Managing Authority is responsible for the effective and efficient implementation of the Programme in line with sound financial management as well as for the application of proper regulations and rules concerning its implementation. Inter alia, the Managing Authority is responsible for launching the Calls for Proposals and contracting the Operations. The duties of the Managing Authority are performed by the Ministry of Regional Development and EU Funds of the Republic of Croatia.

Joint Secretariat

Joint Secretariat assists the Managing Authority and Joint Monitoring Committee in carrying out their respective duties regarding implementation of the Programme. The Joint Secretariat undertakes the day-to-day implementation of the Programme in line with Annex 17 of Cooperation Programme. In that respect, among other tasks, Joint Secretariat provides support to the applicants in project development phase and beneficiaries in project implementation phase. The Joint Secretariat is placed within the Ministry of Regional Development and EU Funds of the Republic of Croatia. Besides Joint Secretariat headquarter based in Zagreb, branch office is set in Sremska Mitrovica in Serbia in order to ensure smooth and efficient Programme implementation.

Certifying Authority

Certifying Authority is responsible for receiving the payments made by the Commission and as a general rule for making payments to the Lead Beneficiary. By certifying expenditures and by submitting payment applications to the European Commission, the Certifying Authority confirms that declared expenditures are in accordance with the applied Community, programme and relevant national rules. The Certifying Authority is also responsible for drawing up annual accounts, including recoverable, recovered and withdrawn amounts. The duties of the Certifying Authority are performed by the Directorate for Budget and IT Systems within Ministry of Regional Development and EU Funds.

National Authorities

National Authorities of the participating countries, Ministry of Regional Development and EU Funds of the Republic of Croatia and Ministry of European Integration of the Republic of Serbia, are responsible for setting up and ensuring efficient functioning of the respective national control systems. Furthermore, National Authorities are responsible for ensuring implementation of the decisions taken by the JMC.

Audit Authority

Audit Authority is responsible for independent audits of management and control system of the Programme as well as for the audits of operations at the level of beneficiaries. The duties of the Audit Authority are performed by the Sector for Audit of Structural Instruments within Agency for the Audit of European Union Programmes Implementation System.
