Operation purpose and expected achievements:
The main goal of the project is improving cooperation and preventing the risk of disasters in the crossborder area of the Danube River through the improvement of skills and procedures of civil protection and fire and rescue operational forces and a development of a new approach to water protection and rescue, ensuring a swift, coordinated, and effective response in case of water accidents.
Currently, there is no rescue system or protocol for crisis situations on the Danube River in the border area between Croatia and Serbia, nor is joint rescue possible. The pilot activity within this project aims to establish a rescue system and conduct the first joint exercise on the Danube river. This exercise, in which civil protection and fire-rescue teams participate, is essential to improve the efficiency of rescues. Through the project, a new joint action plan for disaster management on the Danube River will be developed, which will ensure a quick, coordinated and efficient response in case of water accidents. The joint solution resulting from the so-called project The “CBC Toolkit for Disaster Management on the Danube” is a key document created on the basis of the action plan and the joint exercise, and defines the steps that civil protection and fire-rescue teams must take during crisis interventions on the Danube River. The document clearly defines who should intervene, when and at what point, and contains recommendations for improving interventions. The acquisition of specialized equipment will improve the material and technical conditions for protection and rescue in case of river disasters and strengthen the operational capabilities of crisis management in the cross-border area. Local and regional self-government units and the entire population of the said area will benefit from the project in case of crisis situations.


 

Beneficiaries:

Vukovar-Srijem County (HR) is a Lead Partner and in close cooperation with all partners we are responsible for the development and submission of the project Application. VSC takes over the main role in coordination all project activities during preparation, as well as in implementation in case of positive decision for financing. VSC will strengthen the capacity of the organization and the capacity of employees, gaining a new knowledge, experience and new contacts, contribute to the achievement of short-term and long-term goals of the county and better use of available resources for the county development. The VSC coordinates the activities of the operational forces of the civil protection system established for the County area in major accidents and disasters, with the professional support of the civil protection headquarters. Thus, through the project activities, they will coordinate and cooperate with the Public Fire Departments of Vukovar and Ilok, as well as the Directorate of Civil Protection of the VSC – Ministry of Internal Affairs.

Public Institution Port Authority Vukovar (HR) is Project partner and in cooperation with all Project partners will be responsible for actively participating in joint project preparation. By taking part in the project Public Institution Port Authority Vukovar will strengthen capacity of the organisation and capacity of employees, gain new knowledge, experience and new contacts. The main activities in the project relates to the implementation of project: will be responsible for the organization of firefighting vessel management training and will participate in the preparation and implementation of field exercises for the purpose of demonstrating the use of dams to prevent spills of hazardous substances on water.


European Affairs Fund of Autonomous Province of Vojvodina (RS) as Project Partner will ensure efficient and timely implementation of all action activities by participating in work of the Joint Project Team. FEP has experience in linking public, private and civil sectors and in creation of strategic partnerships. FEP will participate in WGs’ work and preparation of analyses and Join Action Plan for response to emergencies in the CBR. FEP will also participate in the project promotion and dissemination activities.

Sector for Emergency Management of the Ministry of the Interior Republic of Serbia (RS) as Project Partner is relevant national body in the field of emergency situations. In cases of emergency institutions from both cross-border countries Serbia and Croatia need to cooperate in terms of the exchange of information and joint response at both national and local levels. Through project activities, each partner will contribute to achieving better cooperation and disaster risk prevention in the cross-border area of the Danube River through strengthening the capacity and improving the skills and procedures of firefighting and operational forces. Within the project, Sector for Emergency Management of the Ministry of the Interior Republic of Serbia through procurement of fire-rescue vessels and equipment will improving the material and technical conditions of the SEM,MOI and make more efficient the joint first response in emergencies. Education for use of the acquired equipment and vessels will be ensured safety, operability and efficiency of them. Through trainings and performing joint field exercises on various topics in Serbia and Croatia will be improve the knowledge of firefighters and operational teams at all levels. Representatives of SEM MOI will participate in the joint working group, with their knowledge and experience from their scope of work will contribute to the exchange of information and development of better and more efficient solutions in crisis situations on the Danube river.
